When was Asbestos first discovered to be harmful??

I know in the 1990s France banned the use of asbestos and in 2005 there was a European ban, but when was it first discovered that it was a health hazard?

The first actual written report of health issues from asbestos was in 1898. But they knew before that. In the first century AD, it was known that the salves who made mats from asbestos, were made sick from it.
